Mackerel is the Tier 2 result of the first documented merge. Three Sardine Tier 1 fishermen combine into one Mackerel Tier 2 fisherman when you step on the merge pad. The reviewed tutorial does not list a separate cash cost for the merge beyond the three hires. It also does not publish the stat bonus, only that the new fisherman is the next tier and therefore a higher fish type. Gameplay that links this place also says mackerel aloud after an early merge.
