The chef is the kitchen step in the official loop: fishermen catch, you bring fish to the chef, customers pay. The station sits at the central cooking counter, next to Deposit Fish. If no fish is deposited, the chef has nothing to turn into sushi. The beginner guide says a chef upgrade increases cash per second and matters less to income than fisherman merges.

The chef is part of the restaurant from the opening loop. You do not hire the chef from the waterfront Hire pad.
How do you use Chef station?
Deposit fish, let customers eat, then collect the green pad. Upgrade the chef when that loop is already producing, not when the fish counter is stuck at zero.
